HomeLink buttons for the 2008 400h are in the console in the ceiling. The button on the mirror just turns the compass and dimming on & off. See pages 67, 287 & 292:

Not sure how you'd get the HomeLink buttons if your 400h didn't come with them. A console swap may be possible.

I didn't know they were not in all RX400H vehicles? Mine has 3 buttons, we programed 2 for the two different homes and one button for the gate. Very easy to program and they ahve worked perfectly.

I hope you have found the answer by now. But in case you haven't, here is the answer.
The remote is the remote that came with the garage door opener. What the programming process does is get the car to clone the remote that came with the garage door opener.
