There's no speaker under the rear bumper.
You can see here:
Probably they added the rear one to sound when you drive backwards.
And, if you disable the front one, the rear one will still work, or, if you dissable the front but you only disconnect the rear, the message will come up when you drive in reverse only.

I found the speaker to be really useful in my own case. The car is ultra quiet in EV mode. When moving out of Garage my son did not realize that I was backing up and was riding his bike right behind me until the car started to move and the speaker started to hum.
I think it is a a life saving device, as annoying as it is. Same as seat belts. There are many different schools of thoughts on these. so it is personal.

I think until 2020, (inclusive) there is only one speaker and that is in front. So in order it is heard in the back it gets louder when reversing. I think 2021+ have rear speakers in rear bumper, hence not as loud when reversing.
