What is the best app for testing my hybrid battery capacity and life?
I downloaded the Doctor Prius app and bought a Bluetooth OBD2 dongle today. Once opening the app I noticed it cost $13 to get the fully functioning version and I thought before I went ahead and spent the $13 I would ask the question here whether there might be a better App for checking our hybrid batteries?

You mean - cheaper? Maybe free? Dr Prius been staple of battery check for years. All you need to do is to find out, if your model is supported as, it may be daunting task, to find proper upgrade for exactly that.
How about this:
