I drive mostly in "Normal" driving mode as I find "ECO" mode just too unresponsive.

My understanding is that EV mode does not mean that your car is driving using just a battery, but it means that the car shut down the ICE engine. For any hybrid tests, you have to change your screen that shows where the wheels get the power from. On highways at higher speeds I noticed that even EV light is ON, it is for the duration when the car is simply driving from inertion/downhill or when the gas is pressed just very slightly. On the screen I would see that in such EV mode power is simply going from the wheels to the battery direction - that is the battery is recharging with the ICE engine off.

The 47 mpg in town that you mentioned I can do that also but I have to drive under 30 miles an hour as much as possible to do something like that because of the battery kicking off anything over 28 or so.

Lightbulb I think I know what is causing you problem ...

... I think you have a bad cell or cells in your hybrid battery. Get your Lexus dealer to check this. If they won't check find another Lexus dealer or some auto shop that specifically specializes in hybrid battery maintenance and repair.

Your Lexus dealer should be able to get replacement cells under warranty at no cost to them or you. They should be able yo fix my determining the bad cell or cells and replacing them. This seems to be a reasonable and plausible explanation to your problem.

You could also ask them to temporarily swap the wheels from the loaner with the wheels from your car so you can do a test and see what MPG you get with the smaller wheels. Although I suspect that may be reluctant to do so, since your car has been in the shop for so long, they may be willing to help you out.
