1)On my IS the dealer told me that the headlights self adjust which is very visible when you sit in the car you can see them adjust now the only negative aspect of this is that i feel that the lighting on the road at night isnt lit up as much as it should due to the angle of the self-leveling of the headlight.......my question is if anyone who does have a 2004 IS with this mechanisim is there a way to disable this function because the dealar i go to told me they couldnt do it but i dont beleive thats true and that they wont do it because of regulations anyone hear about that?
2) Changing the headlight to halo projection has anyone done that yet?

A lot of people disable the headlight levelers after one of them fails and never replace them, so I'm sure you can do it fairly easily. For the halo's, you probably just have to change out the ballasts with the bulbs. I've heard of that being done too. Someone correct me if I'm wrong.
