Pricing out an IS300

I am helping my sister get a car.
She had a Lancer and wants to step up with the big boys into Lexus.
After seeing my mom have one, my wife and me have one she wants one now. But she wants an IS.
I found one for about 15K with 76,000 miles on it.

It already has a kit. I think I am going to take it for a test drive tomorrow but wanted to know if that is a good deal on a 2002 IS300 in your opinions?
This car I may actually help her in hooking up.
I didn't want to TOUCH that POS lancer. But this

is there just a kit on it or does it have any motor modifications my guess is since you live in Fla. prices are gonna be jacked. if you lived close enough maybe it'd be worth looking for one in southern Ga. or Alabama... but i dont know cause i feel like i paid too much for mine it's an '01 with 118xxx miles on it and i paid $13,500 but it had basically a semi-full n/a build...
