I had great luck just buffing them carefully with 3M buffing compound, washing them off, then buffing them again.

If you've cleaned them thoroughly and you can't buff or are insanely cheap you could wet sand them with very fine sand paper, then shooting a thin coat of clear coat from a spray can on them. The clear coat fills the remaining fine scuffs and scratches with clear which clears the light. It's pretty ghetto but looks pretty damned impressive for what it is. I did that initially until I could get the buffing done and went from cloudy yellowing light casings to sparkly clear.

I assume no responsibility if you bone your light housings irreparably. If you're not comfortable doing either of these things or don't know someone that can use a buffer without melting through your housing then don't do it, just save up and buy new.

if you want them to look more clear but not wet sand them. i bought the 3m headlight restoration kit. but the best part about that kit is the orange waffle it comes with. i use that on my power drill with plastix by mcguires. just keep the waffle full of compound and dont go at top drill speed.

worked great for me so far.

i use this stuff called "Blue Magic." its a metal polish compound but when my headlights start getting that hazy fogged look on them this stuff works amazing..i dont know how bad your headlights are but mine are never really that bad when i use this stuff...only complaint is that it will put very fine scratches in the plastic but with some wax they are not noticeable...hope this helps..heres a link to buy some of that stuff:

Well, its a matter of if you got the equipment. If you have a buffer, not those 30$ ones, but the 120$ ones, you can make it look near brand new.

Steps:
1). clean headliht
2). 1000 grit
3). 1500 grit or 2000
4). use polish compound with buffer
5). use wax compound with buffer
6). clean as new
