Main purpose of hood pins is to secure the hood, most aftermarket hoods weather they be Carbonfiber, FRP, etc. the latch is secured but are prone to breaking at highspeeds, all that air bouncing around under the hood can cause it to break the latch and fly off....big big safety issue....so by adding hood pins you add an extra way of securing the aftermarket hood to your car

2 purposes, 1st, that one has key lock so it is for security purpose. 2nd, aftermarket hood doesn't really has an exact dimension measurement as the OEM one, so that pin is to pin down the hood to the body to prevent the hood pop open from the strong air force (highway) and smash the wind shield
