Steering wheel off center...

Steering wheel off center...
Had an alignment done, car feels great but the steering wheel is off center. Took it back three times, they could not get it right.
Found some .pdfs (can't remember where) of the tech manual for the IS300, and there was a two-page section that began "this section is for correcting steering wheel off center."
Great. Just gotta lengthen one tie rod and shorten the other.
However, I got stuck when, at the end of the second page, a step said to loosen the locking nut and then "turn the LH and RH rack by the same amount but in opposite directions."
What exactly does this mean? How do I "turn the rack?" Does that mean turn the steering wheel? I was able to find the locking nut (I think) - it's in plain sight, but I saw no other place where I could possibly make the tie rod shorter or longer.
Help?
