It is a common problem with lexus's after a while..
I actually have the same issue I just ignore it but it's kinda annoying.
Headlight leveling has 2 items
#1 - The actual headlight levelers that make the lights move up and down.
As long as both of your headlights move up and down then your levelers are fine.
#2 - The leveler computer aka module/controller. The leveler computer is most commonly the thing that gets screwed up. You can unplug the leveler computer and your headlights won't be annoying and move up and down anymore when you are driving, but the warning light will be on the dash. Or you can get a new leveler computer, can find them for like $100 used. I think the only way to fix it is to buy a new leveler, maybe you can try to take it apart and figure it out if you are good with electronics, but I have never heard of anyone taking one apart and fixing it, if there is a DIY leveler computer fix for that I'd LOOOOOOOOOVE to see it!!

the leveling sensors are on your drivers side front and rear wheels, they are very easy to rebuild. they commonly go bad due to moisture getting in them and the corrode. I had actually just rebuilt mine on my 04 IS before my friend wrecked it. take the sensors off and take them apart and get some good electrical contact cleaner and clean the contact points in side the sensors and replace the 3 brass springs inside each sensor. they are very easy to fix, you can use springs from an ink pen. then I would put some sealer on the rubber seal to make sure it is sealed up good and put it back together, and re-install them. make sure the rear sensor is adjusted right and the light will instantly go off.
