as of right now I have enough money to get the lip but by next month Ill have enough for the wheels but I wont be able to get tires for it til like Feb or March since I only work 4-6 times a month (Im a teachers assistant for only saturdays thats why I dont work much) what should i get first?

Rims/Tires before a lip kit... even if it means waiting and saving for it. No reason to have a lip kit on stock rims/tires imho. But, in the end it's your money and your ride.

My IS had a wald rep lip lowered on Tein S-Techs with stock wheels. It looked pretty good. But like Cazper said, it's ur ride and ur $$$$$$$$$$$$$
