It has been a long time since I did mine but I don't think that piece goes on the new ones. Did you make sure everything is tight? Does it only make noise when you hit bumps? Did you buy them new?

the guy i bought the suspension put about 6800 miles on it... so technically, it was brand new... Everything is tight and it only makes clunks when i hit small bumps but when i go over speedbumps, it doesnt make that noise... I put the damping thing to the softest and it stopped making the clunking noise when i hit bumps... Does that mean its not on there correctly?

sounds like one may possibly be blown out... unfortunately you cant always trust peoples judgment call on how long a used part has been installed. If it puts an extra bit of $$$ in their pocket, they'll tell you everything you want to hear.
Does it kinda rattle/clunk or just a straight clunk??
Oh and no you don't use that factory shim plate.

^ what he said. one may be blown if its just clunking, make sure all top bolts are tightened.
Flex's should already have tophats, you should not have to transfer anything from your OEM suspension. it should be a direct swap in and out.

I see, It just CLUNKS when i hit small cracks or pot holes but when i go over speed bumps, it doesnt clunk and when i drive on freshly paved road, it rides like a dream and still has its stiffness if i take turns...

It would be really hard to help you without hearing the noise. I would just jack up each wheel, check that the top bolts are tight, and all your suspension parts are tight as well. Then like ^^^ said, made sure all 3 locking rings are tight. Some noise can be expected from after market suspension but a clunking noise sounds like something is wrong.
