only opens if someone pulls on lever thats in the cabin and the other pushes on the side of actual flap to get it open

Fuel Door Spring p/n: 7736033020 (item 11)

Bend the spring away from the door. Replace if it's broken. If there are no cuties available, put your wallet (or similar object) under the fuel door release, and then you can open it on your own.

Yup, just bend the spring back a little, and your fuel door should open normally.

same exact thing happened recently on my wifes RX 300, havent gotten around to fixing it yet, i just use the lexus owners manual under the release lever when im driving her car lol
