Default Throttle position sensor?

So my girl has an 01 is300. She had bad spark plugs and wires and the tps code and park/nuertral switch is hitting on the CEL. I replaced the plugs wires and put a new tps sensor in it and used the voltmeter to adjust it. I tried resetting the battery and the tps code is still on even though I just replaced it and we can't get it above 30 miles an hour. Also the gas pedal has about a half an inch of play before it'll start to accelerate. Plz I need some help figuring this out. Any help is appreciated. Thank you

If the tps is installed and working properly, then the next most likely issue is the throttle body itself is dead...

So I went ahead and got the new throttle body for it and the CEL is off now. accelerator is good but I still cant get it over 3000 rpm and still wont go over 30 miles an hour. ive adjusted the tps replaced the throttle body new plugs wires and coil packs and am still having problems on trouble shooting the problem. any help is appreciated.
