Engine won't start! Help

Me and my dad have changed the water pump seals, head gasket seals, valve cover seals, basically most of the engine that needs seals. We reassembled the whole engine inspected it bottom to top, put the key in the ignition and just makes the sound when you first turn on your engine but won't turn your engine on. Someone that could help us, we would appreciate it.

Quick update. So we bought starter fluid sprayed it in the air intake. Took about 7 times till we heard it turn on, but didn't really sound like it was, it sounded like it was hesitating, so we tried it again for about 5 times and now it makes a sound close to the trottle body each time we turn the key to ignition it doesn't crank no more. Is this the end for my 2jz ge engine?

Check your timing belt it's possible that it's not timed right. Check you compression check your fuel check your spark.. It's something you guys replaced so check your work throughly.
