Default 4000rpm Stall?

What does it mean by 4000rpm stall.. I'm planning on doing a Built Auto that has 4000rpm stall what exactly does that mean?

the stall rate on your Torque converter...is what you are referring to.... for example a 4000 rmp stall would mean if you too put your car in drive.. powerbrake your car and when you get to 4000 rpm the motor would in essence stall.. your RPMS will not go any higher then 4000 until you are moving..
