Default P/S light no codes

New here… 09 IS 250. Have read some threads trying to diagnose… So far, Power Steering fault light is on, the wheel is not “difficult” or hard to turn, it is impossible to turn even with the front wheels off the ground. no error codes found in the ECU (using generic OB2). Resetting the ECU with no results, no issues with fuses including the 80 amp.

What is my next step?

Update: The battery was pretty low so I pulled it to charge it and check the connections of the module underneath the battery.

Update 2: the plug on the rack is tight, fully charged battery.. no dice still… would be great to hear if there is a special way to plug in the large connector on the steering module on the side with 2 plugs as I can’t tell if it’s fully seated… or any other comments with help on diagnosing this thing.
