Default Reverse mirror tilt malfunction -- not tilting all the way

My ISF has an incredibly annoying issue when the mirrors tilt in reverse. The left mirror works perfectly fine. It tilts down and all the way back to the original position. But my right mirror (the more important one in a LHD country annoyingly) barely tilts half the angle it's supposed to. Then when it "returns" I think it is going farther up than its original position. I manually adjusted the mirror and it seems to have no problem tilting all the way down, so maybe this is an electrical issue. Anybody else experience this problem?

It may be possible that the gear which tilts the mirror became misaligned. For example is freezing conditions, the mirror body was frozen by condensation, and when in reverse, the gear rotated while the mirror remained frozen still. When the mirror becomes unfrozen, the gear is now out of alignment. Can also happen if the mirror is held in place while the gear is attempting to tilt the mirror.

That seems like a good first place to start. I'll try to remove the mirror and see what I can find.
