The primary O2's should be 3.3V of course they will move. That's pretty standard for Toyota. At least modern wise. I could be wrong.

Have you checked for vacuum leaks? Below is a picture of what I believe your engine bay should look like. These lines should be all vacuum routing up front.
I'd check those highlighted in yellow. For possible leaks. The ends under the spring clamps could be damaged, or split.
Another Is check the evap line on the body by oil dip stick.
Your evap purge valve is on the left next to the intake pipe?
You can check if its not closing correctly. While car is on disconnect the harness to the valve. Pull the inlet hose, and put your finger on the port to cover. You should feel no vacuum pulling. If it is pulling then there is a slow leak.
I have a can of liquimoly MAF cleaner. Can I use that to check for vacuum leaks.
I have not noticed the purge valve before, I will try to find it tomorrow or during the weekend.
Car is bone stock. No rpm hunt has been noticed. Idles between 750 - 800.
I have never felt that anything is wrong while driving this car. Replaced MAFSparkplugs (denso)Injectors cleaned Nothing is there in the air box. The MAF values are good right? Why do you think air box is plugged.
I sprayed MAF cleaner near all vacuum pipes but didn't find any spike in rpms.
I couldn't find the evap purge valve. Is it the same as PCV. PCV valve was replaced last year

Usually the fuse method is best. Just make sure you wait around 3 minutes. The purge valve should be next to the throttle body. At least what it looks like from the engine bay photo. Did you test with power connector disconnected? The purge valve looks like this see photo below.

I had disconnected negative terminal of the battery for about 5 minutes. The trims I shared are after this.

Yes turn the car on. That being said unhook the connector, and the hose thats coming from the shock tower side on the body. Disconnect that port coming on the purge valve.. If that port has any suction it's bad. If none then no need to replace.
Under the car where the mid pipe flanges attach to the exhaust manifolds. Do you notice any black soot leaking? Where the to flanges mate.
