Does this mean my steering Rack is done? Or could it be repaired?

Does this mean I'll need to replace my rack and pinion? Or can it be repaired and how hard is it to do if so. This happens when i push the wheel @ 9 & 3 and both drivers and pass sides do this. ... if it does need replacing, any reccs. On a replacement? Thanks in advance!

To verify rack integrity: turn wheel so the rack is steering straight ahead. At this position there is constant mesh and preload of the rack and pinion gears and they should have no freeplay.
Set tires on the ground so they can't steer easily.
Ignition on, engine off so steering wheel is not locked.
Steer the rack at the final u-joint by hand left and right. Is there free play? If yes, you may need a new rack if both inner and outer tie rod joints are okay.
What lead to this test anyway? These cars hitting 200k after 18 years means parts like the u-joints along the steering shaft can be failing. Inspect for freeplay and red rust. Inner tie rod play is another but that one side looks good.
