Default Urgent Won't Start - Remote FOB / ECU

Hi guys! We have a 2007 IS 350. The other day the car started but then shut off and since then won't start.

The toyota dealership says that no Key codes are stored in the certification ecu and thats why the car wont start it wont communicate with the Fob.
They tried multiple fobs, they want to replace that ECU and the Fob and then reprogram the fob.

Has anyone had this issue? Why would they need to replace the fob also cant they just reprogram the old one?

I found this on the thread below. And I have highlighted the fix. I think this could be the fix, what do you guys think?

"Programmed steering ECU ato keys then jumped TC to CG for ECUS to communicate and waited 30 minutes.
Attempted to start vehicle after 30 minutes and vehicle started and smart key system working.
All reported conditions related to this resolution."
