The bulb is 9004 and I'm doing the same thing. I just ordered 9004 bulbs in JDM yellow from Luminicsbulbs.com. When you order the bulbs it comes with a free LED light keychain, a plus I guess.

The eaisest way is to access the fog light housing from behind the bumper. Just tilt your wheel in to get some room, fully remove 2 of the push in screws and unscrew the philips head one on the bottom of the bumper, pry out the plastic gurard (use a flat head screwdriver carefully) and you can get access to the back of the bulb. Rotate counterclockwise and you're in business.
As for the cost, some of these bulbs go for as cheap as $15 on ebay, but the higher quality ones from Piaa are upwards towards $80-100 a pair.

The headlights and turn signals are accessed in the engine compartment. The high beam and parking light are easy to get to, but i couldn't see that much room to work with the low beams or the signal lights.
