Techniquelly xenon is just one of the rare gasses (along with neon, argon, krypton and radon). All high intensity discharge lamps contain xenon gas in the bulb; but not all xenon bulbs are HID's. Some regular halogen bulbs contain xenon in the gas mixture. Some retailers try to confuse buyers by calling their halogen xenon lights (which they are), even though they are not HID. To be certain, make sure it says high intensity discharge lamp, which requires a ballast.

Oh yeah ok, well that's the MTEC HID kit. I thought you just meant he put in MTEC bulbs.

the projector is to project only the daylight color to the road, and all other color will be refracted to other direction, that's why you will see blue light on BMW in some angle, purple on audi or even green on Jagura

On a side note, I think that not having the HIDs standard was the stupidest thing Lexus did with the new IS. You have to be kidding me. It feels like buying a BMW where you have to add the stupidest crap to the car and as you do, you can see the price tag just going "cha ching cha ching."
my dealer told me HID only come with the Sport or Luxury package, I will get it for sure if i can order HID package alone

you can always retrofit some HID projectors later on.
