Any good degreaser will remove the brake dust easily. If the rims are in really bad condition, like I had an old 2002 Grand Cherokee, where the chrome was just yellowing and such, used engine degreaser and scrubed it with a lambs woll glove and it did wonders. Shined, with some exceptions near the crevises, like new. Otherwise, car wash presoaks and tire wash are usually degreaser but watered down because if it isn't watered down, it's too strong to use on any service. I work at a car wash part time, they use some sort of green degreaser for their presoak and I find it works great. But if the dust accumulates and builds up, you'll need to scrub it no matter what.
