No, the LED parking lights are separate. They are 168 bulbs, the brights are different bulbs.

yes, it's 194. 168 and 194 have the same connector and are compatible (the different # has to do with different wattage INCANDESCENT bulbs).

it's the same if you are talking about LED (the number denotes different wattage when you use regular bulbs--there's no better or worse, just what is specified; if you use a higher-than-stock-wattage bulb, it may burn out faster). When you choose LED, just pick whichever that suits your preference (color, # of led's, design, etc), as long as it says 194/168.
