My dealer offers the Boomerang Tracking as an option and I considered it for a bit but my insurance company only offered a %5 discount - so I opted out.

The costs of the hardware and monthly service are all paid upfront and roughly works out to $700 for the hardware and $9/month.

They guarantee that your car (should it be stolen) will be recovered in less than 60 minutes with the mean closer to 30 minutes.

I believe that in some provinces in Canada, this technology is required for vehicles above a certain price range (i.e. Quebec). In the pamplet I received, it states that Boomerang 'piggy-backs' the Lo-Jack network for US applications.

Honestly, if my car got stolen, I'd prefer that I don't get it back (provided of course I didn't leave anything like my wallet in it). Not knowing what some moron did to it in that timespan it was missing would drive me nuts. I'll just deal with insurance....

Yes! It's an excuse to get brand new one with insurance footing the bill.
