Default I notice that the OEM HID are...

more blue when car is started. Is this because they are "warmer" when first being lit?

If so, can I increase the temperature bulb to make for a more "blue" look.

All HID systems work the same way. They look blue at the beginning but go to a cleaner white as the gases heat up. It has nothing to do with being "warmer" at startup, there is no such thing.

Here's a good explanation of HID warm up on Sylvania's site:

you can always purchase a bulb with a higher kelvin rating which produce a different color.

The only way to make your HID bluer/purplish is to purchase a higher Kelvin degree bulb. These bulbs go from $80 to over $100 each. Just remember one thing, the bulbs will look cooler, but they won't be as bright as the ones with a lower Kelvin temperature (they will still be brighter than regular halogen bulbs though ) My advice, keep the ones that came with the car and if you want, you can change them later... or if you're interested in buying new bulbs, you can purchase them at XenonDepot for $99 each. If you want a noticeable blue/purplish look, get the 8000K bulbs and you'll be set!!!

Someone at work got pulled over the other day because they're running 8000k xenon bulbs and they were apparently "impersonating an emergency vehicle"..?
