I think Rain-X might make it worse when its dry. I had something similar to Rain-X on my previous car and when it was not raining to badly and I had to use the wipers, I had really loud squeeky noises coming from the wiper blades. Try using some rubbing alchohol to clean the blades.

If I regularly apply rain-x, I NEVER EVER USE MY WIPERS....I've scratched a windshield before with windshield wipers and from that point on have gone the RAIN-X route....

i have to agree with kensteele .... of all the cars ive owned this has been the cleanest and most streak-free windshield ive had.
