Wow, that looks an awful lot like Monica's dress!
If you can match the paint color, you may be able to remove the trim piece, mask it carefully, and respray. But I suspect the only way you'll get a perfect rapair is to replace the trim piece.

I think you should bring it back to the dealer and complain that the plate is defective. How can perfume make such a big mess? Maybe they will be kind enough and replace it under warranty. With the stained plate, the dealer might send it back to the manufacturer and let the engineers reexamine it. Hopefully they will make it perfume proof in the future.
