There have been a few of us non-sport owners that have installed the sport pedals, including myself. I have a 350 but I don't see why they wouldn't fit on a 250. After all, the description does say...
Upgrade your IS250/350 with the aluminum brake pedals from the optional Sport Package. Easy to install and is a must have for the IS enthusiast.
3 Pedals included in package: Foot Rest Brake and Accelerator. Applies to Automatic Transmission Only.

A little search would help you greatly on the questions that you ask.
Yes, many people have installed Sport Pedals on non-sport cars. It has been said the Gas pedal is the hardest piece to install.

Done it... yesterday... DIY easy... for foot rest and brake... took some time for the gas pedal... Thx for the picture that I got it frm Lexus-Parts... Go to my site to check them out... You will need to remove the cover under the SRS Airbag in order to see the gas pedal... check the diagram for installation it helps me to... Enjoy
all you have to remove are those two 10mm screws then you could take off the whole thing out then I use the hummer to get the pin out of the original gas pedal then you replace the sport pedal and hummer the pin back in that it... off you go
I made some marking on it check that out
