Lexus claims the IS350 generates 306 HP. Is this correct? According to the dynos posted in this forum, it sems that the actual horsepower is around 268-270 HP. WTF!!

It depends are we talking the Fsport which it rear drive, or the awd variant. The awd variant youll lose power over the awd system at the transfer case before making it to the rear wheels. This is why fwd and rwd setups are preferred over awd because theirs less power lose across the drivetrain.
