Got pulled over by a cop - first time!

Not only was this guy wasting your time, but he first stopped in the middle of a street without using his lights, then blocked a lane to chat with you. If he had been behind someone that had done the same, they would have gotten a ticket at best.

Thanks for the clarification on the CA Vehicle Code. I'm not sure how many motorists realize this. Calling it a "consentual encounter" is a bit of a misnomer. I would wager that 99% of drivers who see a police car behind them flashing any kind of lights (red or otherwise) would pull over. I'd hardly call that "consenual".
At any rate, I still do not think it was appropriate for the officer to take up his time chatting about cars. If he wants to talk about cars with friends on a break or after hours, fine. But not while he's on duty. As a former CA taxpayer, I would expect that law enforcement officials work during business hours, not pull people over to talk about their rides. The officer's stop may not be technically wrong, but it shows bad judgement in my opinion.

OK, there is not one person on the board that hasn't BS'd with his friends, made a personal phone call, taken an unauthorized break,etc, while at work. I can't tell you how many times I've eaten my lunch while driving to the next call for service; or been stuck on a homicide call for eight hours and been lucky if someone ran to the store to get me water. I may work my twelve hour shift without a lunch break because the public calls.

one time i was going down the highway and all of a sudden i hear sirens and see the lights and so i slow down to pull over and the cop doesnt slow down and is going to pass me on the left shoulder which i had no idea of, and so then he swerves back around the other way and as hes speeding rolls down the window and screams ****en idiot.......and being i had my windows up he had to yell pretty loud...i dont have much respect for the police...
