does it matter it oil level is over the maximium level maked by dip stick. My car is brand new and I have noticed the oil level is at least half and inch over the max mark. Will it do any damage to the engine?

That can only happen if one does not wipe the dipstick and then stick it in and measure it.
Now, I have been over by a few cms and no issue, but that is a little too much in this case.

Of course I've wiped the dipstick. I've checked it a few times and it's the same. At least 1 cm over. What I'm interested to know is if it's ok, or will it flood the system and damage the oil pumps etc.

It's not a good idea to have the crankcase overfilled. Take loose the drain plug and drain out what you need to be just below the fill mark ...
Drain it cold, the plug should use a 14mm socket.

I've also heard that it can cause oil pressure to be too high. Of course this is just something i heard on the intarweb so take it with a grain of salt. If it were me i'd drain some out. I wouldnt' freak out though as i suspect everything is fine.
I bought a used sport bike last year with 1500 miles on it and noticed the oil was way over the 'high mark' I immedatly drained it, but i suspect teh previous owner had it that way for a while. I've since put 8K miles on that bike with no problems at all.
You should be fine...just drain some for good measure.

Slightly over or slightly under is not going to be a problem. There is enough tolerence factored into the specs to allow for minor differences in either direction.

0.5 inches is a LOT over filled. I'd run a plastic tube down the dipstick and suck out oil until it is at the Full mark.
Did you check the engine hot or cold? If you check it cold, oil drains down from the top end and sometimes appears to be overfilled, but is actually correct when the top end gets pumped up at start up. It's best to check it when the engine is fully warmed up (about 20 minutes of driving for 6 quarts of oil).
