I've always wondered about hail. Isn't a car considered totalled since the entire vehicle has damage?

Not entirely true. "Total loss" can vary by company and/or state. Years ago 50% damage to value ratio was often considered a total loss, but the greedier insurance companies go much higher than that now (~75% isn't unheard of).
Personally if my car has 50% damage, I'm going to work on it with a 20 lb sledgehammer.
