Default question about fog lamps....

If I understand correctly, the fog lamps can't be turned on without the headlights being on as well; is this correct? If so, I don't like this restriction at all. There are times that I would like to have my fog lamps on without my headlamps being on. Is there a way to remedy this issue if that's indeed the case? Thanks for your replies.

Does anybody know how difficult it is to change the foglight bulbs ?

that's the case for the US 2is. the euro and japanese version allow you to run the fog lamps w/o the headlights. dunno why they would make it different for the different markets.
