Racing Hart Wheels

I remember someone saying in a thread that quality of Racing Hart wheels have degraded. Can someone confirm this? If this is true, I want to make sure it's not one of my choices.

Racing hart is ok, but make sure you get ones that are forged. Or just go with Volk/Work.
