Well I agree that he doesn't have much recourse -- he signed the paperwork. However, it's more a point of being lied to by the dealership about two of those "fees".
If he's pissed enough, he can slam the dealer and salesman in the survey that Lexus sends a few weeks after delivery. Lexus doesn't look favorably on lousy customer satisfaction scores; it may even hit them in the pocketbook.
