I don't think it may be a good idea either. A washed A/C filter can get moldy, making the inside cabin moldy smelling...
They make washable furnace filters for home HVAC applications; the media doesn't absorb water, and any residual moisture dries quickly in the airstream long before mold can form.
That said, the performance of washable filters is relatively poor; they are nowhere near as effective as pleated paper filters at removing pollen and other allergens.

Every 15k miles? I doubt it. Considering that it isn't used for every mile you drive (more for warm climates, less for cold climates), I would base it on time.
I change my A/C filter once every other year, unless it is visually dirty with inspection.
