fog lights help you see better in the dark. It's pretty obvious. Don't have to drive in a mist or fog to use them. You can see the road a lot better to what's immediately in front of your car.

I installed 8000K HID to my fogs when my car was almost brand new. Only had them on less than 5% of the time driving because they blind oncoming traffic plus they're too much brighter and bluer than my headlights which made my headlights look like halogen... I recently put on some yellow fog overlays hoping that it can help to reduce some of the brightness, but still, they're too bright to be turn on in a city.
The difference between the headlights and foglights is that our headlights are projectors, which focus the light source coming out from the bulb then shoot out a focus, controlled beam. "Fog"lights are designed for driving in a less visible condition so instead of focusing the light, they shoot out a scattered beam that covers a bigger area sideways but with shorter range. That's why people think they see better with their foglights on.
