Stock muffler valve locking it open?

Question:

How do you lock the stock muffler valve in the open position on a 2IS?

If you are talking about the pressure activated valve that is inside the muffler, then I believe there's no practical way to lock it open. I don't think it would be worth performing surgery on the mufflers.
