Well, if you normally top off your tank, your tank level gauge is probably thrown out of calibration. Hence you get an incorrect MPG reading.
I never top off, and my MPG gauge is deadly accurate.
I never top off. I'm done when it clicks. I did notice it's more accurate when I do more highway driving though. Normally I drive about 90% city driving.
