bought some D4S bulbs, but what I got are..

Here's a story begins..
Recently I felt like my lights have become dimmer than the first time on my IS250, so I purchased some D4S bulbs from this ebay seller 'mr--credo' and this is what I got; used D4R bulbs with R's removed on the bulbs by hand. Also the bulb has rusted marks on it as shown in pictures. And, other bulbs were broken.
When I contacted him to resolve the problem, he said they were shinny brand new when he sent them out and he is not responsible for broken bulbs, but USPS is. I placed a claim through paypal, but they did not find my money back and favored of the seller. Paypal does not know what the truth is.
What actions should I take if you know..
Also, be aware of this seller 'mr--credo'. He is selling junk stuff.

Well if you paid via credit card you could go through that route, but if you used your PayPal account and its attached to your checking account youre pretty much SOL. How many feedbacks and what percentage positive was the seller? Also how were the bulbs packaged? Orginal retail packaging? Or something else?

Unfortunately, I used funds on my paypal acct to pay for it and they were packed very un-safely. Also, because there was no insurance, I can't really claim it through usps. Of course no-original packaging.
I'm just very upset that there are people out there trying to seek profit by ripping others off. I wonder if that's the life they pursue and tell their children how they ripped others off and made money?

Also, paypal and ebay have reputations to uphold. There may be some way to contact them and voice your complaint.
