i had the same experience with lexus of edmonton in canada. with 19K miles on my is350 they told me i don't have enough pads left to qualify for the service.
i just got off the phone with both lexus usa and lexus of canada. the guy at lexus of canada was a rude ****. lexus usa was much much more helpful and friendly.
a service specialist at lexus usa is going to look into the situation for me and call me back within two business days.
i'll keep clublexus updated.

Keep in mind the TSIB is only for the front pads. You are on your own for the rear. The front wear out before the rear but a lot people tell the dealership replace them all.

Brake TSIB info
Tell them that it's covered under warranty: 48 months or 50k miles.
Not 12k miles. 50k miles!!!
Print it out and say "My warranty covers me for 50k miles."

Absolutely unacceptable! I hope to print out that TSIB and take it back to them and demand your money back! And call corporate after that an complain anyway since they never should have charged you to begin with! Why did you even pay in the first place?

i had 22K km's on my car and got the TSIB and Rotors replaced free of charge. I would call corporate and reveal to them what their dealerships are doing to their reputation.

so i picked up my car. according to the service rep. the front brakes were metal-to-metal, and, therefore the TSIB warranty claim would not apply. He said he would present the pads to the DM (District Manager) for Lexus and if the DM approved the claim, then the dealership would refund the $300.
I will keep you updated on the outcome.
