Who Makes the Navigation Maps for Lexus?

I was just wondering who makes the maps for the Lexus' navigation systems? I know NavTech does it for VW. Does anyone know who does the mapping for Lexus? I'd like to know if they have mapped out Puerto Rico yet. NavTech recently mapped it out and we are now beginning to see functional navigation systems hit our market.
Also, I've seen a few IS navigation systems going online (Craigs List) for about $1,000. Is everything that is needed to make the system function contained in the navigation unit? Or, are there additional modules tucked away in different parts of the vehicle?
For instance, on VW Touaregs, if the vehicle was not equipped with a factory navigation system, just installing a navigation unit will not give you a functioning system. You will also need a module, which is located somewhere in the rear of the vehicle.
I've seen some outrageously cheap prices on Craigslist for IS parts. Two front leather, ventilated seats off a 2007 were going for $500 (for the set). Is this stuff stolen or from wrecked vehicles?

Toyota and Lexus navigation hardware is built by Fujitsu Ten/Denso. Denso used to be a Navteq customer, but switched to Tele Atlas (formerly GDT) for their last couple generations of gear.
