What are the cylinder shaped thingys (like a hockey puck, only thicker and smaller diameter) that are mounted on the brackets at the front of the mufflers. What function do they serve.

It's called a damper. This means it is a noise reduction device.

Exactly. These devices are common on engine mounts for four cylinder engines. If you remove them, the noise from the engine bay can be really annoying. Trust me, they don't put anything on the car that doesn't have to be there. The accountants make very certain of this in the final design phase.

My RX300 had two of them, one by the main cat and another one further back closer to the fuel tank. I removed them just before I decided to do all of my wacky exhaust modifications, but didn't notice much of a change in tone.

They typically work at a specific frequency. You may not drive at that rpm so you don't notice it. If you hit the resonance point, it's LOUD. At least it was in the Scion.
