When should I change the Oil Filter if I use 15k Mobile Ext Life?
Kinda silly question since u can't change the filter without emptying the oil tank.

There's simply no reason but wasting $ to change that often, especially using a good synthetic.
hell, Amsoil is -explictly- sold with a 25k mile oil change interval. You'd be literally pouring $ down the drain changing it every 3k.
The dealer is hoping to make $ on your oil changes, and even he doesn't say to change it that often.

You will NOT empty the oil when you change your filter. Just make sure you check the dip stick after you replace the filter and fill up whatever amount you need to make sure you have sufficient oil.

^^Exactly. I've changed my filter element three times without draining any more than the volume of the canister. It only takes about 600cc to top off. I change my filter every 5k per the Lexus recommendation because it provides cheap insurance against a clogged filter and running in bypass mode which really does accelerate wear. Also, if you like wasting money and improving the odds of foreign matter entering your engine, keep changing your oil at <5k intervals.
I'm also the guy who does not exceed 3k rpm for the first 5 minutes while the oil is warming up to also prevent the filter from being bypassed while the oil is cold and thick.
