Default Question for Nav owners

I just did non nav to nav retrofit and I'm seeing something odd. When my headlight switch is off I cannot control the AC thru touchscreen. All buttons are grayed out and I see no lights on physical buttons.
Is this suppose to be by default? It wasn't like that on my original non nav HU.
I can only control AC and see the light when I turn the headlights switch to on.

Yes that is very wrong. With NAV, everything is functional with or without the headlights on. The only restrictions with NAV is that when you are in motion, options such as destination, bluetooth (some functions like typing someone's number), or video (if you have ML) is grayed out.
