You have to be able to turn the front fogs on without the main headlights or it defeats the purpose of them. Front fogs are mounted low to try and cut under fog - main beams just bounce back off the fog rendering them useless. That's the theory anyway.

No - the rear bumpers only have reflectors integrated, the fogs are in the main rear light cluster, but you're right that all European cars have rear fogs.
