Your leaking washer fluid is probably due to the cheap funnel assembly right behind the drivers headleight. it leaks from the base of the resevoir and the funnel.

I'm lucky to get 16 mpg over a full tank. Where I live it's hard to go 1/2mi w/o a stop light plus its 85+ year round so the A/C is on all the time.

there you go. 12-15 min. isn't enough to get to full operating temp. combined with the cold air, the ecu runs the engine rich the whole time.
