Every bit of sediment that makes its way into the tank will eventually make its way into the fuel filter at some point unless you remove the fuel tank and clean it out. There's no reason to try delaying the inevitable by not letting your fuel level drop below some arbitrary level.

Personally, if I were willing to waste time pumping a couple gallons every day, I would keep the tank as close to empty as possible so that I wasn't carrying around 100 lbs of gasoline everywhere I go.
